Xi Jinping Delivers Important Speech at UN Sustainable Development Summit, Stressing to Realize Common Development of All Countries from New Starting Point of Post-2015 Development Agenda

On September 26 local time, President Xi Jinping delivered an important speech entitled "Seek Common and Sustainable Development and Forge A Partnership of Win-win Cooperation" at the UN Sustainable Development Summit at the UN headquarters in New York, stressing that the international community should, by taking the post-2015 development agenda as a new starting point, together seek an equitable, open, comprehensive and innovation-driven development path in an effort to achieve common development of all countries. China will shoulder the responsibility of implementing the post-2015 development agenda, and seek solidarity and cooperation to constantly push the cause of global development.

Xi Jinping pointed out in his speech that on the occasion of the 70th anniversary of the UN, leaders of all countries gathering in New York to discuss major development plans is of great significance. For people around the world, development is where they place their survival and hope on and symbolizes dignity and rights. Looking around the world, peace and development remain the two themes of the world today, and the fundamental way out for properly addressing various global challenges is seeking peace and realizing development.

Xi Jinping emphasized that the post-2015 development agenda adopted at the Summit charts a new course for global development and offers new opportunities for international development cooperation. We need to ensure equitable development to make sure development opportunities can be accessed more equal, and towards this goal, all countries should take common but differentiated responsibilities; improve global economic governance, enhance representativeness and voice of developing countries and give all countries equal rights to participating in international rule-making; stick to open development and deliver its benefits to all, and all countries should jointly uphold the multilateral trade system, build an open economy and come to share its benefits through mutual consultation and joint collaboration; seek comprehensive development to make the groundwork of development more solid; uphold equity and social justice, and achieve harmonious coexistence between man and society and between man and nature; pursue innovation-driven development to fully tap the development potential. All countries should look to reform and innovation for ways to bring out their development potential, build stronger engines for growth, and cultivate new core competitive edge.

Xi Jinping stressed that the international community should boost cooperation to jointly implement the post-2015 development agenda and realize win-win cooperation. The international community should build up the development capabilities of all nations and help developing countries strengthen capacity-building. The international community should improve the international environment for development, safeguard global peace together and advance development through peace while consolidating peace through development. The international financial institutions should speed up governance reform and multilateral development organizations should increase their supply of development resources. We should optimize the partnership for development, maintain the role of South-North cooperation as the main channel and deepen South-South cooperation and trilateral cooperation; improve the coordination mechanisms for development and strengthen coordination on macro-economic policy. Regional organizations should accelerate their integration process and build their overall competitiveness by mutually complementing intra-regional advantages.

Xi Jinping noted that over the past 30-plus years since reform and opening-up, China has embarked on a development road with Chinese characteristics and basically realized the Millennium Development Goals. It has lifted 439 million people out of poverty and made remarkable progress in areas of education, health care and women's welfare. Over the past 60-plus years, China has taken an active part in international development cooperation. It has provided 166 countries and international organizations with nearly 400 billion yuan worth of assistance, and dispatched over 600,000 aid workers. Looking to the future, China will continue to take a right approach to justice and interests by prioritizing justice over interests and join other countries in the concerted efforts to realize the post-2015 development agenda.

Xi Jinping announced that China will set up the South-South cooperation assistance fund, with initial contribution of 2 billion USD, to support other developing countries to implement their post-2015 development agenda. China will continue to increase investment in the least developed countries (LDCs) and do its best to raise its investment in them to 12 billion USD by 2030; exempt the debt of the outstanding intergovernmental interest-free loans due by the end of 2015 owed by the relevant LDCs, landlocked developing countries and small island developing countries; establish a knowledge center for international development to research and communicate with other countries on development theories and practices suitable to their respective national conditions. China proposes discussion on establishing a global energy network to facilitate efforts to meet the global power demand with clean and green alternatives. China is ready to work with other relevant parties to move forward the implementation of the Belt and Road initiatives, achieve an early operation of the Asian Infrastructure Investment Bank and the BRICS New Development Bank, and contribute to the economic growth and people's well-being of the developing countries. China makes a solemn commitment that it will shoulder the responsibility of implementing the post-2015 development agenda, and seek solidarity and cooperation to constantly push the cause of global development.

Xi Jinping's announcement of above measures met with warm applauses from the audience.
