Eleventh Senior Officials Meeting on the Implementation of the Declaration on the Conduct of the Parties in the South China Sea Held in Singapore

On April 27, 2016, China and ASEAN countries held in Singapore the 11th Senior Officials Meeting on the Implementation of the Declaration on the Conduct of the Parties in the South China Sea (DOC). Senior officials from the foreign ministries of 11 signatories of the DOC attended the meeting. The meeting was co-chaired by Vice Foreign Minister Liu Zhenmin and Permanent Secretary of the Ministry of Foreign Affairs Chee Wee Kiong of Singapore. All parties held consultations on furthering the comprehensive and effective implementation of the DOC and strengthening practical maritime cooperation, and exchanged views on further advancing the Code of Conduct in the South China Sea (COC).

All parties agreed that the DOC is a common foundation for China and ASEAN countries to appropriately deal with the South China Sea issue. On the occasion of the 25th anniversary of the establishment of China-ASEAN dialogue relations, it is necessary to continue to implement the DOC in a comprehensive and effective manner, deepen practical maritime cooperation, give play to the important role of the DOC in maintaining peace and stability in the South China Sea and enhancing mutual trust among the parties, and promote the long-term, healthy and stable development of China-ASEAN strategic partnership. To this end, China called on all foreign ministers to issue a joint statement on the comprehensive and effective implementation of the DOC at the China-ASEAN Foreign Ministers' Meeting to be held in July, and all parties agreed to maintain close communication in this regard. At the same time, all parties also discussed and adopted the 2016-2017 work plan for the implementation of the DOC, and expressed the common aspiration to establish as soon as possible three technical cooperation committees on navigation safety as well as search and rescue, maritime scientific research and environmental protection, and combating transnational crimes at sea.

As for consultations on the COC, all parties agreed to continue to enrich and improve the "list of crucial and complex issues" as well as the "list of elements for the outline of the COC", and decided to set up Eminent Persons and Experts Group at an early date. All parties decided to continue to carry out relevant outcomes of "early harvest programs", including the establishment of cooperation projects such as "China-ASEAN senior foreign officials' hotline platform on emergencies" and "China-ASEAN hotline platform for maritime search and rescue". All parties also discussed preventive measures on managing and controlling marine risks, and agreed to maintain communication on issues such as the application of the Code for Unplanned Encounters at Sea in the South China Sea area.
