Wen Jiabao Attends the 11th SCO Prime Ministers' Meeting and Delivers a Speech
2012-12-05 14:04

On December 5, 2012, the 11th prime ministers' meeting of the Shanghai Cooperation Organization (SCO) was convened in Bishkek, capital of Kyrgyzstan. Premier of the State Council Wen Jiabao attended both the large and small group meetings and delivered a speech.

Wen said that during the past ten years after SCO's founding, SCO members have increased their mutual understanding and trust, made plans for pragmatic cooperation, built a multi-level cooperation platform, and carried out a series of cooperative measures. They have made unremitting efforts to promote regional economic development, improve people's livelihood, and build people-to-people friendship. Now, as a growing family and with a significantly increasing influence, SCO has become a strategic carrier for safeguarding regional peace and stability and promoting common development. Looking ahead at the SCO's second decade, Wen hoped SCO members could uphold and carry forward the "Shanghai Spirit," make the best of opportunities, and join efforts to create a brighter outlook for cooperation.

Wen pointed out that the international financial crisis, which has been raging for five years, has brought about grave political, economic and social consequences. Currently, the momentum of a world economic recovery has been noticeably weakened and the deep-level impact of the financial crisis has spilled over to the Central Asian region, resulting in an increase in uncertainties and destabilizing factors. He called on SCO members to beef up solidarity, mutual trust and support for each other, communicate with each other closely on major issues concerning regional security and stability, jointly guard against and resist outside interference, give firm support to each other's efforts in safeguarding national independence and sovereignty, and truthfully respect the development path followed by each member state. SCO members should address disagreement in a spirit of openness and tolerance, adopt a constructive attitude in seeking solutions to regional problems, overcome obstacles in their cooperation in a way that is beneficial to all parties concerned, plan common development from a long-term and strategic perspective, and enhance the region's overall strength and capacity for sustainable development with greater determination and more forceful measures.

Wen proposed that the SCO make the connectivity of regional infrastructure its top priority, conducting scientific appraisal and planning, giving full play to the leading role of enterprises, and bringing in the forces of the market to ensure quality and efficiency. China is ready to boost coordination with other SCO members to fulfill the commitment it made in June this year of providing 10-billion-dollar loans, is considering the possibility of setting up an economic and technological cooperation fund earmarked for the region, and works to create conditions for the establishment of a development bank within the framework of SCO. He suggested developing a SCO telecom satellite service and turning the service into a platform for dealing with regional emergencies, conducting disaster relief operations, fighting terrorism, and providing mobile telecommunications. Wen also talked about establishing a China-SCO environment protection cooperation center to strengthen the capacity to protect the environment. In addition, the Premier called on SCO members to forge a stronger collective force to combat the "three evil forces", drug trafficking and cross-border organized crime, set up a disaster warning and relief center, and actively carry out food cooperation.

Speaking highly of both Premier Wen's proposals and suggestions and China's important role in building the SCO and promoting mutual benefit and cooperation within the region, participants at the meeting agreed that, as the world political and economic situation undergoes profound and complex changes, SCO members should strengthen strategic communication, respond to challenges in unity, and promote development through cooperation, so as to better safeguard their common interest.

The meeting, chaired by Kyrgyz Prime Minister Zhantoro Satybaldiyev, was attended by leaders of Russia, Kyrgyzstan, Kazakhstan, Tajikistan and Uzbekistan, and representatives from five SCO observer states-Mongolia, Pakistan, Iran, India and Afghanistan, plus delegates of the Commonwealth of Independent States (CIS) and the Eurasian Economic Community (EEC), participated in the large group meeting.

The meeting issued a number of documents including the Joint Communique of the Meeting of the Council of Prime Ministers of the Shanghai Cooperation Organization Member States and designated Uzbekistan as the host of the SCO prime ministers' meeting in 2013.
