On April 6, 2013, Chinese President Xi Jinping held talks with his Kazakh counterpart Nursultan Nazarbayev in the city of Sanya in south China's Hainan Province. The two heads of state agreed to maintain close exchanges, plan for the future development of bilateral ties and promote cooperation between the two countries.

Xi noted China and Kazakhstan have established a comprehensive strategic partnership and conducted fruitful cooperation. China and Kazakhstan, as good neighbors, friends and partners, have maintained close coordination on international affairs and jointly promoted the development of the Shanghai Cooperation Organization (SCO), safeguarding their common interests. Practice has proved that the correct positioning of the two sides on bilateral relations and their cooperation measures meet their respective development needs and the Sino-Kazakh relations have a solid foundation and broad prospects.

"China and Kazakhstan, both at key stages of their development, share many similar goals and common interests, and have huge potential for cooperation," Xi said. China will always prioritize Kazakhstan in its foreign policies and is willing to make concerted efforts to maintain close exchanges between heads of the state of the two countries, to jointly plan the future development of bilateral relations and to push for cooperation between two countries, Xi said. He called on both sides to make good plans for cooperation in economy and trade, as well as energy resources, and make all out efforts to carry out oil and natural gas pipelines and oil fields projects. He urged both sides to make full use of the second cross-border railway, advance the construction of the Transit Corridor "Western China – Western Europe", open the border crossings and flights to each other and boost transportation cooperation. The two sides should also expand collaboration in agriculture, mutual investment and finance sectors, Xi said. Both sides should speed up formulating the outline of plan for cooperation between adjacent regions of the two countries and enhance cooperation at local levels.

Nazarbayev said the two countries, as friendly neighbors, have shown mutual understanding and assistance for each other. He said Kazakhstan would firmly back China to help realize its "Chinese Dream" of the great rejuvenation of the Chinese nation. The Kazakh president also expressed his hope that two nations could maintain high-level exchanges, step up their cooperation in the sectors of energy, transportation and agriculture, and work closely in multilateral frameworks such as the SCO and the Conference on Interaction and Confidence-Building Measures in Asia in a bid to jointly promote regional peace and stability.

Following the talks, the two leaders witnessed the signing of a series of cooperation documents including an agreement on the establishment of China-Kazakhstan entrepreneurs committee.

Xi also held a welcome ceremony for Nazarbayev prior to their talks.

Wang Huning, Li Zhanshu and Yang Jiechi attended the ceremony.
