From December 1 to 3, 2004, Special Envoy of the Chinese government and Vice Minister of Foreign Affairs of China Dai Bingguo met in Washington D.C. with U.S. Secretary of State Colin Powell, Assistant to the President for National Security Affairs Condoleezza Rice and Defense Secretary Donald Ramsfield separately, and held talks with U.S. Deputy Secretary of State Richard Armitage. The two sides exchanged views extensively and in depth on implementing the important consensus reached by President Hu Jintao and President Bush in the capital of Chile as well as on the issue of Iraq and the nuclear issue on the Korean Peninsula.

Both sides held that it is of vital importance to keep China-U.S. relations developing steadily within 4 years to come. The two sides agreed to maintain top-level exchanges between the two countries, engage in dialogue on strategic issues that bear on vital interests of the two countries, enhance consultation and coordination on major international and regional issues, and boost economic and trade cooperation between the two counties.

The Chinese side expounded comprehensively China's solemn and just stance on the Taiwan question, noting that safeguarding national sovereignty and territorial integrity is the core interest of China, and demanding that the U.S. earnestly honor its various commitments made to China, refrain from any action encouraging the forces seeking "Taiwan independence", and in particular, stop selling advanced weapons to Taiwan. The U.S. side expressed understanding of the sensitivity of the Taiwan issue, reiterating that the U.S. adheres to the one-China policy, abides by the three U.S.-China joint communiqués, and opposes "Taiwan independence" and any act or words crafted to change the status quo in Taiwan unilaterally.

Dai also conducted extensive contacts and exchanges with members of U.S. Congress and personages from all walks of life of the U.S.
