On April 20, 2011, Premier Wen Jiabao met with visiting Uzbekistan's President Islam Karimov in Ziguangge, Zhongnanhai.

During his meeting with Karimov, Premier Wen praised the smooth development of China-Uzbekistan relations based on equality, mutual trust and mutual benefit, pointing to close bilateral cooperation within multinational frameworks such as the United Nations and the Shanghai Cooperation Organization. Bilateral ties are good enough to serve as a model for good-neighborly friendship and close cooperation. To further develop China- Uzbekistan friendly cooperative partnership is in the fundamental interest of both countries and is also conducive to regional peace, stability and development. He urged both sides to take the opportunity of the 20th anniversary of the establishment of diplomatic ties next year to jointly push bilateral ties to a higher level.

Wen said both sides agreed to establish China-Uzbekistan inter-governmental cooperation committee mechanism, which would help them better plan, coordinate and advance pragmatic cooperation in all areas and push forward bilateral ties. Both sides should formulate working rules and enhance exchanges and cooperation between the two governments. China is ready to deepen cooperation with Uzbekistan in energy and natural resources sectors, expand a package of cooperation, advance combination of energy projects and financial cooperation, and promote positive interaction of relevant industries and mutual investment between businesses. Both sides should strengthen cooperation in non-resource and hi-tech fields, discuss the possibility of building scientific and technological cooperation zones and agricultural demonstration zones, enhance joint research and development as well as industrial cooperation and foster new growth points of bilateral cooperation.

Karimov spoke highly of the development of bilateral ties, saying he reached important consensus with Chinese leaders during the visit. Both sides have identified the development direction for bilateral ties, he said, adding he's confident in the future of Uzbek-Chinese relations. He proposed the two states take advantage of inter-governmental cooperation mechanism to deepen cooperation in energy, natural resources, investment, agriculture, innovation and hi-tech industries and further uplift the level of bilateral economic and trade cooperation. Uzbekistan welcomes Chinese businesses to invest in the country and will offer facilitation in this regard, he said.

Foreign Minister Yang Jiechi and Minister of Commerce Chen Deming attended the meeting.
